The Morganza to the Gulf Hurricane and Storm Damage Risk Reduction System is one of Louisiana’s largest and most critical flood protection investments, designed to protect more than 200,000 residents, businesses, and vital infrastructure across Terrebonne and Lafourche Parishes. When complete, the 98-mile network of levees, floodgates, road gates, and lock structures will provide a 100-year level of storm surge protection to some of the state’s most vulnerable coastal communities.

Over the past year, CPRA, the Terrebonne and Lafourche Levee Districts, and the U.S. Army Corps of Engineers (USACE) continued to advance multiple reaches of the system, strengthening areas that currently provide partial or interim protection while pushing the broader system toward complete design elevations. Although no major construction features were completed this year, significant and exciting progress continued across several segments.

Reach A, one of the system’s largest federal features, broke ground in October 2024 and continues steady construction to shrink the existing gap near the Upper Bayou Dularge Community. Work remains active and is now projected to wrap up in 2026. Upper Reach F, paralleling the Houma Navigation Canal (HNC) near Dulac, also remains in the design phase, with construction anticipated to begin in mid- to late-2026.

CPRA has advanced several key levee improvements and structural features. Reach 3B, from Lockport to Larose, is now under construction, with completion expected in summer 2026, in Terrebonne Parish, construction continues in Reaches H2 and H3, where approximately three miles of existing levee are being raised to 15 feet in strengthening system continuity. Additional improvements are underway along Reach I, where levees between Bayou Terrebonne and Humble Canal are being raised to 15 feet to reduce overtopping risk during high-water events.

Work is also progressing on interim system features that provide near-term risk reduction while progress is made towards complete elevations. The Reach L floodwall near Apache Farms is scheduled for completion in early 2026 and will close a critical gap on the southern Lafourche segment. Along with the Reach L Apache Farms levee improvements, surrounding communities will now benefit from a minimum of 9 to 10 feet of protection.

Together, these ongoing efforts continue to increase the system’s overall level of protection while major federal and state designs move toward construction.
