The Southwest Coastal Louisiana Storm Risk Management and Ecosystem Restoration Project is a large-scale effort to protect communities in Cameron, Calcasieu, and Vermilion Parishes from storm surge and flooding by elevating homes and building shoreline protection projects.

NON-STRUCTURAL FLOOD RISK REDUCTION (LA-0020)

Through a partnership between CPRA and the U.S. Army Corps of Engineers (USACE), the non-structural component of this project is elevating homes and implementing floodproofing measures that reduce damage, improve safety, and support long-term resilience for families across the region.

The initial pilot phase of implementation, which includes elevating 17 homes, is currently underway. With the first home completed in late 2024, the program has continued to inspect, clear, design, and construct elevations on subsequent homes. With multiple homes completed in 2025, several others entered the construction phase.

The program continues to conduct a series of screenings and assessments for eligible properties, helping identify structural conditions, elevation requirements, and any cultural or environmental considerations before design and construction. With more than 3,900 properties ultimately eligible for elevation or floodproofing, this pilot phase will inform the remaining implementation phases.

ECOSYSTEM RESTORATION AND SHORELINE PROTECTION (ME-0041)

CPRA is advancing shoreline protection and wetland restoration efforts to strengthen coastal ecosystems and reduce erosion across the region. Through the National Ecosystem Restoration (NER) Plan, the state is delivering projects that rebuild marshes, plant shoreline vegetation, and add new protective features to help stabilize the coast.

These habitat improvements support healthier waterways, reduce flood risks, and provide benefits for wildlife, fisheries, and local communities. Restoring wetlands is especially important in areas that have experienced significant land loss over the years.

The first construction contract under the NER Plan was awarded in 2025 for shoreline stabilization at Rockefeller Refuge in Cameron Parish, marking a major step forward in implementing these long-planned restoration efforts.
